With reference to Colonial Office letter

No.53838/43/39 of the 12th May I am directed by

Viscount Halifax to state that he concurs in the reply

which Mr. Secretary Macdonald proposes to return to

the Governor in the matter of the establishment of a

high explosives factory at Hong Kong.
